Edington Mazambani is a qualified and experienced Chartered Accountant having completed his articles with Deloitte and Touché. Edington’s wealth of experience spans over 21 years in the field of financial services institution, accounting and auditing having worked for various companies both in Zimbabwe and the Democratic Republic of Congo in the manufacturing, construction, telecommunications, mining and engineering sectors.
Misheck Siyakatshana, BSc (Eng) Hons(UZ), MBL(Unisa), MZweIE, Pr Eng
Misheck Siyakatshana holds a BSc(Engineering)Hons degree from the University of Zimbabwe as well as a Master’s degree in Business Leadership from the University of South Africa (UNISA).He has wide engineering and management experience having worked in various industry sectors in different roles of responsibility. In the energy sector, he has unique in-depth experience in both the power and petroleum sectors having spent several years as executive director in the electricity utility company and another spell in a management role at an international oil company in the early part of his career. Misheck joined ZERA in 2012 and has been instrumental in the setting up and implementation of various regulatory frameworks in both the electricity and petroleum sectors as well formulating and executing several strategies/programmes to promote the deployment of renewable/clean energy and energy efficiency.
Ngoni Ranga, (ACMA, CGMA, ACIS)
Finance and Administration Director
Ngoni is a qualified Chartered Management Accountant, an Associate Chartered Management Accountant (ACMA) and Chartered Global Management Accountant (CGMA). He is also a member of the Institute of Chartered Governance and Accounting in Zimbabwe. He is a Registered Public Accountant with Public Accountants and Auditors Board (PAAB).
He holds a Bachelor of Commerce degree in Accounting and a Masters in Business Administration. He is an expert in Financial Management, Financial Reporting Risk Management, and Corporate Governance with extensive experience in Central Government and Public Entities spanning over a period of thirty years. Prior to joining ZERA, he was a Senior Internal Auditor at the City of Harare.
Jacqueline Mupamhanga, LLBs (UZ)
Corporate Secretary/Legal Advisor
Jacqueline has more than 12 years’ experience gained from both the private and public sectors. Before joining ZERA, she was employed by the Civil Aviation Authority of Zimbabwe as a Legal Advisor. Prior to that, she was employed by Fidelity Printers and Refiners (Pvt) Ltd as Company Secretary / Legal Advisor. Jacqueline is currently studying towards a Masters in Strategic Management Degree with the University of Edinburgh, United Kingdom.
Learmore Nechitoro, BSc Economics, MSc Economics (UZ)
Senior Economic Regulation Manager
Learnmore has vast experience gained from working in Government and private sector before joining ZESA at corporate planning level. At the formation of Zimbabwe Electricity Regulatory Commission (ZERC), he was seconded from ZESA to spearhead the functionalisation of that institution and start regulating the electricity sector. He then joined ZERA at its formation and is involved in economic regulation of the energy sector covering energy prices determination, licensing, sector performance monitoring and enforcement of energy sector laws, regulations and conditions of operation.
Senior Manager Monitoring and Evaluation
Charity Machimbidzofa holds a Bachelor of Laws Degree from the University of Zimbabwe, a Masters Degree in Strategic Management and Corporate Governance from the Midlands State University in Zimbabwe as well as Organisational Restructuring training from the University Of Georgetown (USA). She has a wealth of 33 years of legal, corporate secretarial and monitoring and evaluation experience gained from Government, ZESA, ZERA, the banking sector and the water and infrastructure sector in Mozambique. Charity’s experience in the energy sector in particular spans over 20 years , having been employed by ZESA as well as the Zimbabwe Electricity Regulatory Commission (ZERC) (ZERA’s predecessor) as Acting Commissioner General, tasked with its set up and operationalisation from 2003 to 2008. She joined ZERA in 2015 and has been instrumental in the set up and operationalisation of its Monitoring and Evaluation services.

Member of the Public Accountants & Auditors Board (PAAB), Institute of Chartered Accountants Zimbabwe (ICAZ), Information Systems Audit and Control Association (ISACA) and the Institute of Internal Auditors (IIA). Past Vice President of IIA (Z). Serving on the Zimbabwe Integrated Reporting/Sustainability Standards Panel as well as the Education, Training & Professional Development Committee (PAAB). Audit & Risk Management Committee member of the Pharmacist Council of Zimbabwe. A Chartered Accountant (CA (Z)) trained with PricewaterhouseCoopers, Certified Internal Auditor (CIA), Certified Information Systems Auditor (CISA). Holder of a Certificate in Risk Management Assurance & Masters in Business Leadership (UNISA). Several years experience in the private and public sectors. Achievements include setting up of robust systems of internal control harnessing governance, risk & control (GRC), involvement in the role out of the IPSAS as well as corporate governance act to Internal Auditors, training of central government internal auditors, successful research involving 238 respondents and successful aggregate report compilation with the World Bank. An enthusiastic writer on corporate governance, keen entrepreneur, solid GRC advisor and natural wellness champion. Authored articles for FoodMed Health 24/7, International Confederation of Energy Regulators (ICER), ICAZ, and the IIA. Presented at various conferences and workshops on corporate governance, risk management, public sector accounting standards, performance management and auditing, among others.
