REGIONAL COMPLIANCE OFFICER
Reporting directly to the Economic Regulation Manager – Fuels the Key Job Functions of this position will be:
•Responsible for the compliance and monitoring of the Energy Sector within area of jurisdiction.
•Carrying out pre-licensing inspections and assists in the processing of license applications.
•Carrying out compliance monitoring and surveillance operations.
•Establishing sound working relations with the public as well as other key stakeholders such as local authorities, other statutory Authorities and Law enforcement agents.
•Handling customer complaints and participates in education and awareness campaigns.
•Establishing and managing the database on assigned region and carries out fuel price monitoring.
•Processing weekly and monthly returns and reports for management information.

Key Job Requirements:
The successful candidate for this position should meet the following criteria:
•Degree in Economics, Business Studies or related field.
•At least 3 years’ experience in the Energy sector or related field in a similar role.
•Must have good public relations and communication skills.
•Should have good analytical skills and be conversant with Excel spread sheets.
•Should have general knowledge of energy regulation.
•Must be honest and trustworthy.
•Clean class 4 drivers’ license a must.


ASSISTANT ACCOUNTANT

Reporting directly to the Accountant, the Key Job Functions of this position will be:

•Assisting in the preparation of the monthly and quarterly management accounts, half year and annual financial statement.
•Preparing daily cash flows.
•Checking if requisitions are correct in terms of General Ledger Account and Cost Centre and recommends in SAP if allocations are correct.
•Carrying out stock take, checking and investigating stock variances.
•Preparing daily cash counts and monitoring monthly cash counts.
•Ensuring that all Statutory payments are made and returns are submitted on time.
•Ensuring that all Authority’s policies pertaining to financial matters are adhered to.
•Planning, directing, leading and controlling the operations of the Finance section in an appropriate manner.
•Performing banking reconciliations for all bank accounts
•Ensuring that all invoices raised are settled within thirty days.
•Ensuring that all suppliers invoices received are timeously processed and settled.
•Ensuring all the Assets purchased are correctly classified in SAP system.
•Performing depreciation run on all assets and ensure the cost and depreciation balances are correct.
•Doing SAP budget entry and actual/budget variance Analysis.
•Checking that assets and expenses are budgeted for before approval for purchase.

Key Job Requirements:
The successful candidate for this position should meet the following criteria:
•Financial Accounting degree/ACCA
•A minimum of 4 years’ experience
•Must have good communication and IT/SAP skills
•Ability to work under pressure
•Must be a person of high integrity


CONSUMER SERVICES ADMINISTRATION ASSISTANT

Reporting directly to the Consumer Services Manager, the Key Job Functions of this position will be:
•Participating at consumer education and awareness energy platforms.
•Promotions of consumer rights and responsibilities.
•Receiving complaints from consumers and licensees.
•Investigating complaints/disputes from consumers and licensees.
•Participates in Consumer Engagement platforms.
•Receiving visitors to the office.
•Producing regular reports with respect to Consumer Services activities.
•General Office administration

Key Job Requirements:
The successful candidate for this position should meet the following criteria:
•Degree in Marketing. Business Studies or equivalent
•5 years’ experience in a similar role
•Knowledge of the Energy sector
•Excellent written and oral communication skills
•Should have highly developed IT Skills
•Should have planning and organizing skills


ECONOMIST - MONITORING AND EVALUATION

Reporting directly to the Economic Regulation Manager (Electricity), the Key Job Functions of this position will be:

•Analyzing performance of licensees against conditions of license.
•Receiving quarterly reports on all licensed electricity projects.
•Advising licensees on performance deviations and necessary action.
•Processing applications for the amendment of licenses where necessary.
•Processing applications for cancellations where necessary.
•Collecting data and producing monthly, quarterly and annual licensee performance reports.
•Monitoring performance of Power Purchase Agreements.
•Attending to all communication with licensed operators.
•Managing database/ register of all licenced projects.
•Managing stakeholder engagements with licensed project operators.
•Liaise with institutions/stakeholders engaged in promotion of projects.

Key Job Requirements:

The successful candidate for this position should meet the following criteria:

•Degree in Economics/Business Studies
•A minimum of 2 years’ experience in the Energy sector
•Experience in electricity sector is an added advantage
•Must have good communication skills.
•Should have good analytical skills
•Must have good public relations.
•Should be able to work under pressure
•Ability to work with the public


SENIOR/ELECTRICAL INSPECTOR (6 MONTHS)

Reporting directly to the Senior Engineer Distribution, the Key Job Functions of this position will be:

•Carrying out random and planned inspections of electrical installations for compliance to set codes and standards.
•Conducting network compliance audits.
•Providing input into drafting/reviewing operating regulations/codes/standards.
•Carrying out power quality investigations/audits.
•Surveying the market to assess adherence of electricity products/appliances to set standards.
•Carrying out electrical accident/incident investigations and maintaining a database of same.
•Assisting in monitoring the industry’s performance indicators.
•Assisting in the development of consumer safety awareness material.
•Assisting in compiling and analysing industry statistics on power supply.

Key Job Requirements:
The successful candidate for this position should meet the following criteria:

•BSc/B Tech Electrical Engineering
•3-5 years engineering experience preferably in the power utility sector
•Good knowledge of electricity distribution networks
•Knowledge of standards applicable to the sector
•Proficiency in computer software and applications
•Excellent verbal and written communication skills
•Good analytical skills


TECHNICAL MANAGER - PETROLEUM

Reporting directly to the Technical Director, the Key Job Functions of this position will be:
•Developing standards, codes of practice and assisting in formulation of regulation the petroleum sector.
•Enforcing standards, regulations and codes of practice in the petroleum sector through inspections.
•Identifying and recommending any research and development relating to petroleum sector and renewable fuels.
•Developing and publishing safety information to promoting safe use of ethanol and LPG gas.
•Developing and enforcing guidelines for distribution, storage and use of ethanol as a fuel.
•Developing and publishing promotional material to encourage use of cleaner fuels.
•Carrying out petroleum stakeholder engagement workshops to share information on developments in the sector.
•Developing and facilitating training on petroleum standards and regulations for operations in the industry.
•Developing and implementing quality system management documentation for departmental operations

Key Job Requirements:
The successful candidate for this position should meet the following criteria:

•A degree in Mechanical, Civil or Chemical Engineering.
•An MBA would be an advantage
•A minimum of 8 years’ engineering experience of which 3 years should be at supervisory level in a technical capacity in the Petroleum sector.
•Knowledge of the Petroleum Industry
•Experience in developing technical standards.
•Must have management/supervisory, networking and communication skills.
•Must be computer literate/IT and Presentation skills.


ECONOMIC REGULATION MANAGER - ELECTRICITY

Reporting directly to the Economic Regulation Director, the Key Job Functions of this position will be:

•Developing applicable financial Key Performance Indicators for the electricity sector.

•Analysing monthly, quarterly and annual financial performance of operating licensees.
•Managing the electricity tariff review process and power purchase agreements approvals.
•Managing and coordination of the licensing of new projects.
•Managing and coordinating competition assessment of the Electricity sector.
•Developing and managing the regulatory reporting framework for electricity.
•Developing and managing annual work plan for electricity regulation, execution and reporting.
•Coordinating stakeholder engagements.

Key Job Requirements:

The successful candidate for this position should meet the following criteria:

•Economics, Business Studies, Statistics Degree

•Master’s degree - Finance/Economics/Business/Statistics will be an added advantage

•A minimum of 5 years’ experience in the Electricity sector
•Should have good analytical and report writing skills
•Must have People management skills.


ECONOMIC REGULATION MANAGER - FUELS

Reporting directly to the Economic Regulation Director, the Key Job Functions of this position will be:

•Responsible for the licensing process of petroleum sector operators.
•Managing records of licensing operators.
•Responsible for administration of database.
•Managing the review of petroleum prices.
•Managing the programmes for enforcement in the petroleum sector and produce reports.
•Developing regulatory reporting frameworks.
•Managing and coordinating competition assessment.
•Managing stakeholder engagement processes.
•Development of workplans, execution and report on accomplishment.

Key Job Requirements:

The successful candidate for this position should meet the following criteria:

•Business Studies/Accounting/Finance/Economics Degree
•Master’s degree - Finance/Economics/Business/Statistics will be an added advantage
•A minimum of 5 years’ experience in the petroleum sector at supervisory level
•Should have good analytical and presentation skills
•Should have good report writing skills.


TECHNICAL MANAGER - ELECTRICITY

Reporting directly to the Technical Director, the Key Job Functions of this position will be:

•Formulating and reviewing grid, distribution, solar PV integration codes with relevant stakeholders.
•Formulating and reviewing codes for power quality and service.
•Setting up licensee performance standards and indicators.
•Managing and supervising technical inspections and audits of licensees/undertakings to ensure compliance to codes and standard and regulations.
•Monitoring and reviewing licensee performance and effects remedial measures.
•Carrying out and supervising inspection of electrical appliances/equipment to ensure compliance with relevant standards /regulations.
•Liaising with Standards Association on the development and review of technical standards for electrical appliances and equipment.
•Providing technical review of licence applications in the electricity generation, transmission and distribution industry.
•Assisting in the technical evaluation of Power Purchase Agreements for industry licences.
•Providing technical input in the determination of utility tariffs.
•Investigating and analysing all accidents and incidents within the Electricity Industry as provided for by the Act/regulations and suggests remedial measures.
•Formulate and implement programmes to promote the deployment of renewable sources of energy.
•Liaising with regional regulators on the harmonisation codes, standards.

Key Job Requirements:
The successful candidate for this position should meet the following criteria:

•BSc in Electrical Engineering Degree
•A minimum of 8 years’ experience of power utility sector of which two years should have been at supervisory/management capacity.
•An MBA would be an advantage
•Experience in developing standards
•Management and supervisory skills
•Knowledge of the electricity utility sector
•Planning and Communication skills
•Ability to apply quality management principle
•Must be computer literate
